Event Road, Sidewalk, and/or Trail Use or Closure Application

Completing The Application

The information you provide will assist in determining the approvals or special requirements that will be necessary for the road or sidewalk use/closure to proceed.

If you have any questions, please contact Events and Community Engagement: 905-436-3311, Monday to Friday 9 a.m. to 4 p.m. Monday to Friday (excluding holidays).

Complete and return the application no less than 10 business days prior to the use/event.

Large events such as major street festivals, and parades taking place on major streets may require council approval. Please allow for 60 business days for this process.

Once all documents have been, insurance certificate naming the City of Oshawa as an additionally insured, a map of the use will be forwarded to all internal and external contacts for their approval. Upon approval from all affected areas, a signed permit, including any necessary “Terms and Conditions” of operation will be issued to the organizer.

This permit must be retained for inspection at the use/closure.

Indemnity and Insurance

Damages and Claims:

  • The Organization/Applicant shall reimburse the City for costs to repair or replace any damage to City property or structures.
  • The Organization/Applicant shall have no claim against the City for damage to property or injury to persons, unless caused by the negligence or willful acts or omissions of the City.
  • The Organization/Applicant shall continuously save and keep harmless and fully indemnify the City of Oshawa from and against any claims, actions, suits, demands, proceedings, losses, liabilities, damages, costs and expenses which may be brought against or made upon or incurred by the City, resulting from or arising out of or in any way related to the issuance or existence of this permit and the planning and execution of the event.

General Liability Insurance:

  • During the event, the Organization/Applicant must have in place Commercial General Liability Insurance written on an occurrence basis with a liability limit of not less than two million dollars ($2,000,000) per accident or occurrence.
  • Insurance coverage shall include, but will not be limited to, third party bodily injury including death, property damage, personal injury and when required liquor host liability for events serving alcohol.
  • The Organization/Applicant must ensure that any person(s), group(s), organization(s), volunteer(s), hired by or acting for or in conjunction with the event, also have the appropriate insurance coverage in place as set out in this permit.
  • The City of Oshawa, 50 Centre St. S. Oshawa ON L1H 3Z7 shall be named as an Additional Insured on all the insurance policies required by this permit.
  • The Organization/Applicant must verify that all valid insurance coverage is in place by submitting an Insurance Certificate(s) to the City, which must be acceptable in all respects to the City’s Insurance Officer.

Event Components

Road Closures, Barricades, Lane Restrictions:

  • The City will supply and erect required special detour or information signing. Extra barriers and information signing requested by the Organization/Applicant, can be dropped off and picked up from the event site by Traffic Operations. The Organization/Applicant will be responsible to erect and remove these extra supplies within the event area.
  • If a road closure is required, a petition must be signed by the affected residents indicating they approve the closure. Please attach signed petition.
  • Police shall escort to and from the event all vehicles and floats, which exceed the maximum width restrictions.
  • Participants in walkathons or foot races must comply with the rules of the road where sidewalks are not available.
  • The installation of banners is possible, subject to special conditions and City approval.
  • The Organization/Applicant is responsible for the removal of litter and restoration of the event site.
  • The Organization/Applicant must, when refuse collection will be interrupted as a result of an event, be responsible for making alternative arrangements which are satisfactory to the City and the affected property owners.

Use of Regional Roads:

  • If an event is to take place on any of the roads listed below, the organizer must complete a Durham Region Special Event Application: https://apps.durham.ca/Applications/Traffic/Permits/Permit/Apply
    • Simcoe St., Centre St., Winchester Rd., Grandview St. N, Columbus Rd., Taunton Rd., Raglan Rd., Bloor St., Townline Rd., Champlain Ave., Rossland Rd., Harmony Rd., Wilson Rd., Phillip Murray Ave., Boundary Rd., Thornton Rd., Stevenson Rd., Park Rd., Farwell St., Adelaide Ave., Gibb St., Olive Ave., Wentworth St., Harbour Rd.

Sale of Goods or Food: The Organization/Applicant is responsible to contact Licensing Services (905) 436-3311, to obtain any business licenses that may be required. This permit does not authorize the sale of goods or food, including alcohol, unless specifically authorized in writing.

Use of Private Property: Events cannot start or finish in the area of a church or other facility which may be adversely affected unless prior permission from the official representatives of affected parties has been granted in writing and attached to the permit application. The applicant must, when it is deemed necessary by the City, obtain the written consent of all property owners affected by any event.

Use of City Owned Facilities: Contact the Facility Booking Office at (905) 436-3888 to arrange for rental fees, availabilty and booking your space for the use of a City facility, park or area.

This information is collected under the legal authority of the Municipal Act, 2001, S.O. 2001 c.25, as amended. This information will be used and maintained by the City of Oshawa to process and review the Event Road and Sidewalk Use/Closure application form.
