Road Occupancy Permit
A Road Occupancy Permit is required to be taken out by any person, agency or contractor working on, or occupying the road allowance on assumed and unassumed City roads. Certain Terms & Conditions apply, including insurance requirements. The Region of Durham issues permits for work done on Regional roads.
Fees (effective January 1st, 2022)
- Simple - occupy only or boulevard only - $85 (plus tax)
- Complex - excavate sidewalk, curb and/or road - $150 (plus tax)
- If occupying parking stalls, the applicant/contractor have to pay for the lost revenue ($1.25/hour per space) in addition to R.O.P. fee. Even the organizations exempt from the permit fee must pay for parking (except for a City contractor).
Insurance
In conjunction with this permit, the Applicant shall have in place Commercial General Liability (CGL) insurance written on an occurrence basis with a liability limit of not less than two million dollars ($2,000,000) per accident or occurrence. The City shall be named on the policy as an additional insured. Policy coverage shall include, but will not be limited to, third party bodily injury including death, property damage, products and completed operations. The Applicant must verify with the City that valid insurance coverage is in place by submitting an Insurance Certificate which must be acceptable in all respects to the Durham Municipal Insurance Pool.
Completing the application
Contractor undertaking any works for on behalf of the City, the Regional Municipality of Durham or utility providers - you are not Applicant (Licensee), Complete "Applicant"(Licensee) section as City of Oshawa, the Regional Municipality of Durham, utility providers (Bell Canada, Telus, Rogers, OPUC, Enbridge or other utility) as applicant company name and all other required information.
You are Contractor (For the Licensee) - Complete Contractor (for the Licensee) section -working on behalf of the applicant with your company information.
